Sometimes multiple labels are added, even when automatic labelling fails

When the issue is set to be automatically triaged, the Needs Manual Triage label is added. This is the correct behaviour.

However, sometimes another label is added. See https://gitlab.beantech.uk/public-projects/portfolio-management-system/-/issues/4 where Chore and Needs Manual Triage were both added.
